𝐂𝐄𝐁𝐔 𝐏𝐑𝐎𝐕𝐈𝐍𝐂𝐄 𝐌𝐀𝐑𝐊𝐒 𝟒𝟓𝟕𝐓𝐇 𝐅𝐎𝐔𝐍𝐃𝐈𝐍𝐆 𝐀𝐍𝐍𝐈𝐕𝐄𝐑𝐒𝐀𝐑𝐘 𝐖𝐈𝐓𝐇 𝐓𝐑𝐈𝐁𝐔𝐓𝐄 𝐓𝐎 𝐏𝐔𝐁𝐋𝐈𝐂 𝐒𝐄𝐑𝐕𝐈𝐂𝐄
Cebu Gov. Pamela S. Baricuatro called on Capitol employees to remain steadfast in delivering genuine and compassionate public service as the Cebu Provincial Government celebrated its 457th Founding Anniversary on Thursday, Aug. 6, 2026.
The celebration began with a Holy Mass officiated by Rev. Fr. Jonathan Rubin.
Addressing Capitol employees during the anniversary program, Gov. Baricuatro called for an end to patronage politics, emphasizing that public service must always take precedence. She said that her administration’s loyalty lies with the people of Cebu.
“For me, my loyalty to the party ends where my loyalty to the people begins. Wala ta’y pamolitika karon kay ang atoa diri pangserbisyo,” she said.
In his homily, Fr. Rubin commended the Provincial Government’s efforts to address the needs of Sugboanons while reminding officials and employees that much work remains.
“We are grateful for the concerted efforts of the current administration led by Governor Pamela Baricuatro, in partnership with our Board Members led by Vice Governor Glenn Soco, and all the stakeholders and collaborators who are working to address these pressing concerns. Yet, as we appreciate you, Governor, and everyone serving tirelessly, we also recognize that there is still much work to be done,” Fr. Rubin said.
Inspired by the homily, Gov. Baricuatro also echoed Fr. Rubin’s homily in encouraging employees to embrace a deeper sense of responsibility by asking not what the province can do for them, but what they can do for the province.
She also thanked Capitol employees for their unwavering dedication, particularly during times of crisis.
“I see you work hard, especially in times of crisis, sometimes under pressure. Still, you show up, you do your duty, and you give public service with a smile,” she said.
The governor urged employees to continue serving with sincerity. She pointed out the importance of delivering quality frontline services, particularly in Cebu Provincial Government hospitals.
“We have seen the public’s support during our Capitol activities, and I have witnessed how our programs and services are reaching the people. In return, let us serve with a smile. It will mean even more if that smile comes from the heart. Let us continue providing quality service, especially in our hospitals. You are our frontline units, and that is where people truly experience the government’s service,” she added.
As part of the administration’s continuing efforts to promote work-life balance, the governor announced the rehabilitation of the Cebu Province Rehabilitation and Physiotherapy Center and Wellness Center, which will include a gym exclusively for Capitol employees. She also mentioned the two pickleball courts and basketball courts inside the Capitol compound that employees may use free of charge.
Gov. Baricuatro also encouraged everyone to continue working together toward a stronger Cebu.
“Magpadayon lang ta, magtinabangay ta. My intuition tells me the best is yet to come for the Province of Cebu,” she said.
As a token of appreciation, the governor announced that Capitol employees, including job-order workers, will receive a P20,000 bonus and 25 kilograms of rice. Employees also had the opportunity to win various raffle prizes during the anniversary program.
The celebration likewise featured activities for the children of Capitol employees, including game booths, photo booths, an inflatable playground, and a magic show.
Also present during the celebration were Provincial Administrator Atty. Ace Durano; Provincial Board Members Kerrie Shimura, Stanley Caminero, Jojo Bacaltos, Neneth Reluya, Olin Seno, Mike Villamor, Raymond Calderon, Nick Pepito, Cesar Baricuatro and Alfie Ouano; mayors; vice mayors; and other local officials from the towns and cities throughout the province.
