The Cebu Provincial Government has convened the Metro Cebu Flood Control and Drainage System Implementation Task Force to advance a coordinated flood mitigation strategy for Metro Cebu, including the clustering of local government units (LGUs) to streamline planning and implementation of priority flood control projects.
The task force met at the Capitol on August 5.
Created through Governor Pamela Baricuatro’s Executive Order No. 74 issued in November last year, the task force was established in response to the “urgent and undeniable reality” that flooding is worsening, disrupting lives, damaging livelihoods, and threatening public infrastructure.
“We cannot simply stand by. We need to take decisive action. Protecting our constituents, our homes, and our economy from climate-induced hazards is our primary responsibility,” Gov. Baricuatro, who chairs the task force, said during the meeting.
Also present were Vice Governor Glenn Soco, the task force’s vice chairperson; Provincial Board Members Stanley Caminero and Red Duterte; Capitol department heads led by Provincial Administrator Atty. Ace Durano; and representatives from national government agencies.
During the meeting, the task force agreed to cluster Metro Cebu LGUs to enable each cluster to formulate localized flood mitigation plans, which will later be presented to the task force for approval.
Among the proposed flood control measures are revetment works, diversion channels, drainage mains, drainage lateral improvements, flow control systems, dams, retention basins and lagoons, recharge areas and infiltration beds, and rainwater harvesting and storage systems.
