𝐏𝐁 𝐀𝐃𝐎𝐏𝐓𝐒 𝐂𝐄𝐁𝐔’𝐒 𝟐𝟎𝟐𝟔–𝟐𝟎𝟐𝟖 𝐏𝐔𝐁𝐋𝐈𝐂 𝐅𝐈𝐍𝐀𝐍𝐂𝐈𝐀𝐋 𝐌𝐀𝐍𝐀𝐆𝐄𝐌𝐄𝐍𝐓 𝐈𝐌𝐏𝐑𝐎𝐕𝐄𝐌𝐄𝐍𝐓 𝐏𝐋𝐀𝐍
The Cebu Provincial Board (PB) has adopted the Province of Cebu’s Public Financial Management Improvement Plan (PFMIP) for 2026–2028, reinforcing the provincial government’s commitment to transparency and efficient public service delivery.
During its regular session on August 2, the PB approved a resolution authored by Board Member Celestino A. Martinez III adopting the PFMIP together with the Province’s Public Financial Management Assessment Report, pursuant to Department of Budget and Management (DBM) Regional Advisory No. 2026-9.
The DBM advisory requires local government units to align with the National Government’s Public Financial Management Reforms Roadmap (2024–2028), which seeks to promote fiscal discipline, accountability, and better public service.
In compliance with the advisory, Gov. Pamela Baricuatro previously issued Executive Order No. 25, Series of 2026, creating the Provincial Public Financial Management Team.
The team assessed the province’s performance in budgeting, accounting, revenue generation, auditing, procurement, and public reporting, identifying strengths, gaps, and priority reforms that became the basis of the three-year plan.
The resolution also cited Gov. Baricuatro’s request to the Sangguniang Panlalawigan to adopt both the PFMIP and the accompanying Assessment Report in support of the national government’s public financial management reform agenda.
The PFMIP outlines strategic interventions, action plans, timelines, responsible offices, and performance indicators aimed at strengthening fiscal governance and institutionalizing public financial management practices across the province.
