The Cebu Provincial Government is taking steps to strengthen its wastewater management initiatives following the participation of Engr. Aldrin Barade, designated head of the Cebu Provincial Inter-LGU Waterworks System Office (CPIWSO), in the Japan International Cooperation Agency (JICA) Knowledge Co-Creation Program (KCCP) on sewerage system in Japan last July 6-17, 2026.
Engr. Barade joined representatives from Mandaue City, Cebu City, Metropolitan Cebu Water District (MCWD), and the Department of Economy, Planning, and Development (DepDev) in the Project for Master Plan Study on Comprehensive Sewerage System Development.
The training is part of JICA’s assistance in developing a comprehensive sewerage master plan for Metro Cebu, with Mandaue City serving as the pilot area for the project’s feasibility study.
Participants visited wastewater treatment facilities and studied Japan’s sewerage technologies, where wastewater is treated before being released into rivers and seas.
They also learned how sewage sludge is converted into renewable energy, including methane and biofuels, to reduce waste.
Engr. Barade said the training underscored the importance of improving wastewater management to protect Cebu’s rivers and coastal waters.
He added that the CPIWSO is now integrating wastewater management into its plans and preparing capacity-building activities to strengthen the Provincial Government’s technical capability in the sector.
The JICA Knowledge Co-Creation Program is an Official Development Assistance initiative that provides technical training and knowledge exchange opportunities for professionals from developing countries, including the Philippines.
