Gov. Pam Creates CBMS Board to Strengthen Data-Driven Governance in Cebu

Cebu Governor Pamela Baricuatro has signed Executive Order No. 37 creating the Provincial Community-Based Monitoring System (CBMS) Coordinating Board to strengthen the implementation of data-driven governance across the province.

The move is expected to enhance evidence-based policymaking, improve the targeting of government programs and beneficiaries, and support more efficient allocation of public resources through the use of accurate and timely local data.

The CBMS, institutionalized under Republic Act No. 11315, is an organized technology-based system for collecting, processing, and validating disaggregated data needed to identify beneficiaries, formulate local development plans, and monitor the impact of government interventions at the grassroots level.

“The Provincial Government of Cebu recognizes the importance of accurate, timely, and reliable local data in formulating policies, allocating resources, and evaluating development outcomes across all sectors,” the EO reads.

PHILIPPINE STATISTICS AUTHORITY

Effective July 1, the EO establishes the Provincial CBMS Coordinating Board, which will oversee the implementation of the CBMS in coordination with the Philippine Statistics Authority (PSA) Cebu Provincial Statistical Office.

Gov. Baricuatro will serve as chairperson, while the Chief Statistical Specialist of the PSA Cebu Provincial Statistical Office will serve as vice chairperson. The board will provide overall policy direction, address implementation concerns, and ensure effective coordination among participating agencies.

The order also directs board members, including relevant Capitol department heads, to support CBMS operations by providing logistical and administrative assistance, such as transportation, communications, office facilities, funding coordination, and the recruitment and supervision of field personnel in partnership with the PSA.

In addition, the board is tasked with promoting public awareness of the CBMS, participating in data dissemination activities, and encouraging the use of CBMS-generated data in local development planning and policymaking to improve government programs and services.

The CBMS Focal Person of the PSA Cebu Provincial Statistical Office will serve as the board’s secretariat and provide administrative and technical support to ensure the smooth implementation of CBMS activities throughout the province. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶
