More than 2,000 habal-habal drivers from the western Cebu towns of Pinamungajan and Asturias received ₱3,000 fuel assistance each from the Cebu Provincial Government on Thursday, July 16, 2026, to help ease the impact of the Middle East oil crisis.

Governor Pamela Baricuatro led the distribution of fuel subsidies to 2,166 beneficiaries, consisting of 1,462 drivers from Pinamungajan and 704 from Asturias, amounting to a total of ₱6.498 million in financial assistance. Aside from the cash assistance, each beneficiary also received 10 kilograms of rice from the National Government.
“Dako kaayo ni’g tabang kay makapahuway ko gamay og pamasahero,” Isidro Quimque, a habal-habal driver from Barangay Camugao, Pinamungajan, said adding that the assistance will help ease his daily expenses.

During the distribution, Governor Baricuatro reiterated her commitment to prioritize public service over politics.
“Ang politika, eleksyon ra na. Karon kay naa naman koy mandate nga gihatag sa katawhan—1.1 million votes from the people of the Province of Cebu. Ang akong gi-atubang karon, serbisyo, dili na politika,” she said.

The activity also served as a venue for the turnover of livelihood and development assistance to the two municipalities. As part of the Provincial Government’s continuing rehabilitation efforts for communities affected by Typhoon Tino, the Capitol turned over 10 carabaos with plows, 20 goats, veterinary logistics, and anti-rabies vaccines to the Municipality of Asturias for distribution to local farmers.
