Cebu Province, San Juan City Forge Sisterhood Partnership for Better Governance

𝐂𝐄𝐁𝐔 𝐏𝐑𝐎𝐕𝐈𝐍𝐂𝐄 𝐒𝐄𝐀𝐋𝐒 𝐒𝐈𝐒𝐓𝐄𝐑𝐇𝐎𝐎𝐃 𝐓𝐈𝐄𝐒 𝐖𝐈𝐓𝐇 𝐓𝐇𝐄 𝐂𝐈𝐓𝐘 𝐆𝐎𝐕𝐄𝐑𝐍𝐌𝐄𝐍𝐓 𝐎𝐅 𝐒𝐀𝐍 𝐉𝐔𝐀𝐍

The Cebu Provincial Government signed a Memorandum of Agreement (MOA) with the City Government of San Juan on Wednesday, July 15, 2026, at the Capitol, formalizing a sisterhood partnership aimed at strengthening inter-local government unit (LGU) cooperation and promoting shared development.

Cebu Gov. Pamela Baricuatro and San Juan City Mayor Francisco Zamora led the ceremonial signing of the agreement, which seeks to foster collaboration and the exchange of best practices in governance.

Under the agreement, both local governments committed to instituting an open communication in facilitating exchange of information and technology, urban planning policies and development, socio-cultural activities, income generating strategies and fiscal management, health care facilitation, public education intensification and tourism promotion.

In her message, Gov. Baricuatro said the partnership reflects a shared commitment to collaboration and innovation in local governance.

“Today, we affirm our shared belief that the best ideas are meant to be shared and the strongest local governments are those that choose collaboration over competition. Each local government has its own strengths, experiences and innovations,” she said.

Gov. Baricuatro said no local government can succeed alone. She said that partnerships help address common challenges and accelerate progress.

“That is exactly what today’s partnership represents. For the Province of Cebu, this is also an opportunity to showcase who we are, not only as one of the country’s leading provinces but as the Province of Charm, where the greatest strength of Cebu has always been the warmth, resilience and hospitality of our people,” she said.

Zamora thanked the provincial government for the partnership and echoed Baricuatro’s call for greater collaboration among local governments.

“Kung sa eskwela bawal mangopya, but in governance it is good to share best practices. No governor or mayor can ever say that he or she knows everything already about governance. A simple conversation with Gov. Pam and our mayors, we tend to get a lot of ideas already. These ideas might be quite simple but very effective,” Zamora said.

He also offered venues in San Juan City where the Province of Cebu and its component cities can hold trade fairs, exhibits and product showcases to help promote Cebu tourism and local products.

San Juan City has also entered into sisterhood agreements with Cebu City and Talisay City. Cebu City Mayor Nestor Archival and Talisay City Mayor Gerald Anthony Gullas welcomed the partnership. The ceremonies were also held at the Governor’s Office.
