𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐋𝐀𝐔𝐍𝐂𝐇𝐄𝐒 𝐀𝐖𝐀𝐑𝐃𝐒 𝐅𝐎𝐑 𝐎𝐔𝐓𝐒𝐓𝐀𝐍𝐃𝐈𝐍𝐆 𝐋𝐆𝐔-𝐂𝐒𝐎 𝐏𝐀𝐑𝐓𝐍𝐄𝐑𝐒𝐇𝐈𝐏𝐒
The Cebu Provincial Government has officially launched the “Ato ang Sugbo Katilingbanong Serbisyo Award sa Sugbo” (Ato ang Sugbo KSAW) to recognize outstanding collaborations between local government units (LGUs) and civil society organizations (CSOs) across the province.
“Since the very beginning of my term, I have been honest in saying that neither I nor the Cebu Provincial Government can do this alone. We need your support, and I truly mean that,” Gov. Pamela Baricuatro said during the program launch on July 14 at a hotel in Cebu City.
It was a highlight of the Participatory Governance Summit organized by the Capitol and was attended by Gov. Baricuatro along with Vice Gov. Glenn Soco, members of the Provincial Board, mayors, and over 2,000 representatives from CSOs, people’s organizations (POs), non-government organizations (NGOs), and business groups across Cebu. Among the resource speakers were DILG 7 director Leocadio Trovela; Eunice Gayle Tanilon of the People’s Budget Coalition; Naval, Biliran Mayor Gretchen Espina; Dennis Gonzaga of the Naga City People’s Council; and Rechie Tugawi of the Office of the Pasig City Mayor, among others.
Gov. Baricuatro, founder and former executive director of the Simply Share Foundation, reaffirmed her administration’s commitment to strengthening partnerships with non-stock, non-profit organizations, drawing from her experience in the development sector.
“We need you — from planning to project evaluation. My hope is that through the Ato ang Sugbo KSAW and our strengthened partnerships, working with local governments and the Province of Cebu will no longer be difficult, but a rewarding collaboration that allows us to serve our people better,” she added.
MAYOR VICO’S MESSAGE
In a pre-recorded video message, Pasig City Mayor Vico Sotto, himself an icon of good governance, commended the Capitol’s efforts to strengthen participatory governance and encouraged its sustained and further improvements.
“We have seen that when people care about what is happening in government, and actively participate from the planning stage, to the budgeting stage to the implementation and even monitoring and evaluation, there is a higher level of growth that is more inclusive,” Mayor Sotto said. “In addition to this, the level of accountability also goes up. The government is held accountable by the people and corruption levels become lower.”
AWARDS METRICS
Institutionalized under the governor’s Executive Order No. 34 and implemented in partnership with the Department of the Interior and Local Government (DILG), the awards program aims to strengthen participatory governance by promoting innovation, transparency, accountability, and inclusive development through effective partnerships among LGUs, POs, NGOs, and cooperatives.
Eligible nominees include registered POs, NGOs, and cooperatives operating in Cebu Province that have partnered with LGUs and implemented programs for at least one year.
The awards will confer one Outstanding LGU-CSO Partnership Award as its highest recognition, along with first, second, and third runners-up.
Special citations will also be presented in 12 categories: Resilient Communities Governance, Inclusive Social Governance, Participatory Governance Excellence, Sustainable Development Partnership, Local Economic Development Catalyst, Innovation in Public Service, Grassroots Empowerment, Capacity Development and Advocacy, Women Empowerment Champion, Youth Leadership and Civic Engagement, Health Governance, and Education Development.
Eligible organizations may be nominated by LGUs, DILG field officers, accredited CSO federations, or through self-nomination, provided the nomination is endorsed by the concerned LGU.
A Provincial Awards Committee, chaired by Gov. Baricuatro and co-chaired by DILG Cebu director Dr. Jesus Robel Sastrillo Jr., will oversee the evaluation and selection of awardees.
