Gov. Pam Highlights Cebu Healthcare Reforms to Accelerate Universal Health Care Implementation

𝗚𝗼𝘃. 𝗣𝗮𝗺 𝗰𝗶𝘁𝗲𝘀 𝗖𝗮𝗽𝗶𝘁𝗼𝗹 𝗿𝗲𝗳𝗼𝗿𝗺𝘀 𝘁𝗼 𝗮𝗰𝗰𝗲𝗹𝗲𝗿𝗮𝘁𝗲 𝘂𝗻𝗶𝘃𝗲𝗿𝘀𝗮𝗹 𝗵𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝗶𝗻 𝗖𝗲𝗯𝘂

“Healthcare is a right, and I am committed to making that right real for every Cebuano.”

Gov. Pamela Baricuatro made the remark as she renewed her commitment to improving Cebu’s healthcare system while addressing participants on the third day of the 2026 Provincial Health Leadership Development Program on Friday.

Organized by the Zuellig Foundation, Department of Health (DOH) and the Cebu Provincial Government, the three-day workshop aims to strengthen leadership capacity and enhance regional cooperation to accelerate the implementation of the Universal Health Care (UHC) Act across local government units in Central Visayas.

Gov. Baricuatro said her vision for Cebu is simple: a province-wide healthcare system that provides every Cebuano with affordable, responsive, and quality care, regardless of where they live in the province.

To achieve this, she said the province needs to modernize hospitals and health centers, integrate health systems to ensure the seamless sharing of medical records and referrals, invest in health workers, and use technology to make health care faster and more efficient.

During her presentation, the governor highlighted the health reforms and programs the Capitol has undertaken since she assumed office last year.

Among the province’s initial health priorities last year were hiring more doctors, nurses, and support staff, increasing healthcare funding, repairing Capitol-run hospitals and reviving the Provincial Health Board.
