Cebu Governor Pamela Baricuatro thanked the men and women of the Police Regional Office in Central Visayas (PRO-7) for helping keep Cebu and the rest of the region safe and secure, saying that peace and order remain the foundation of progress and development.
“I firmly believe that progress is only possible when our people feel safe. We can build better hospitals, improve our schools, strengthen food security, and attract more investments. But all these efforts flourish only when peace and security remain strong,” the governor said during the flag-raising ceremony at the PRO-7 headquarters in Cebu City on Monday, July 6.
Governor Baricuatro joined the launch of the Police Community Relations Month celebration, where she was welcomed by PRO-7 Regional Director Police Brigadier General Arnold Abad, Deputy Regional Director for Administration PBGEN Isagani Fetizanan, and Regional Internal Affairs Service-7 Director PGEN Eduardo Paras.
In her speech, the governor cited the region’s improving investment performance as evidence of growing investor confidence, saying it reflects the stable peace and order situation in Central Visayas.
According to the Philippine Statistics Authority, Central Visayas recorded ₱9.85 billion in approved investments in the first quarter of the year, including ₱455.27 million in foreign investments.
“Mataas ang foreign investment natin dito sa Central Visayas. That goes to show that peace and security are strong here in the region,” Governor Baricuatro said.
SHARED RESPONSIBILITY
The governor, the daughter of a police officer, expressed gratitude for the courage, sacrifice, and unwavering commitment of police personnel in keeping Cebu’s communities safe.
“Akong kaisog came from my dad. Growing up, I saw firsthand what it meant to wear the uniform. I witnessed the long hours, missed family occasions, the risks, and the quiet sacrifices that come with serving the public,” Governor Baricuatro said.
She stressed, however, that maintaining peace and order is a shared responsibility.
“Peace and order are never the responsibility of the police alone. They are built through trust, cooperation, and genuine partnership between law enforcement and the communities they serve,” she said.
PBGEN Abad echoed the governor’s message, saying every sector has a role in preventing crime and promoting safer communities.
“While the PNP is mandated to enforce the law and maintain peace and order, modern policing goes beyond responding to crime. It is about preventing crime by building trust, strengthening partnerships, and working closely with families, schools, local governments, faith-based organizations, and community leaders,” he said.
