Provincial Administrator Atty. Ace Durano said personnel of the Cebu People’s Action Center (CPAC) were reassigned after the center fulfilled its role of augmenting emergency response while the Provincial Disaster Risk Reduction and Management Office (PDRRMO) was being revived after years of dysfunction under the previous administration.
“With the PDRRMO now fully operational, CPAC responders have been redeployed to frontline Capitol offices where they are needed,” Durano said after CPAC announced it would cease operations this month.
After a year of providing additional manpower to the PDRRMO and other Capitol offices, CPAC personnel have found a new home at the Provincial Social Welfare and Development Office (PSWDO), the PDRRMO, and the Provincial Environment and Natural Resources Office (PENRO).
The three offices serve as the Capitol’s frontline agencies for disaster response, social welfare, and environmental protection. Capitol officials said integrating former CPAC personnel into these offices would streamline operations and reduce bureaucratic layers.
CPAC was created on July 1, 2025, through Executive Order (EO) No. 5. In January 2026, Gov. Pamela Baricuatro issued EO No. 83, reconstituting the center and placing it under the Office of the Governor.
𝗖𝗣𝗔𝗖’𝘀 𝗺𝗮𝗻𝗱𝗮𝘁𝗲
Under EO No. 83, CPAC operates as a people-centered, action-oriented mechanism that serves as the Cebu Provincial Government’s 24/7 centralized, multi-channel communication, complaints-handling, feedback, and response system, including its functions as the Provincial 8888 Citizens’ Complaint Center (CCC).
The center also serves as a frontline coordinating and support mechanism during calamities, disasters, and emergencies, including but not limited to earthquakes, typhoons, floods, and similar events.
It augments and assists provincial departments, offices, and response units in rescue, relief, feeding operations, logistics support, rapid needs assessment, and other emergency interventions, in coordination with the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and other concerned agencies.
CPAC head Ruben Licera said the center had already fulfilled its mission of supporting Capitol departments, and its responders were later reassigned to offices where they could serve more effectively.
