𝐆𝐀𝐃 𝐌𝐀𝐏𝐒 𝐎𝐔𝐓 𝐈𝐍𝐈𝐓𝐈𝐀𝐓𝐈𝐕𝐄𝐒 𝐓𝐎 𝐏𝐑𝐎𝐓𝐄𝐂𝐓 𝐕𝐔𝐋𝐍𝐄𝐑𝐀𝐁𝐋𝐄 𝐒𝐄𝐂𝐓𝐎𝐑𝐒, 𝐒𝐔𝐏𝐏𝐎𝐑𝐓 𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐖𝐎𝐑𝐊𝐄𝐑𝐒
The Cebu Provincial Government is expanding its Gender and Development (GAD) initiatives through new programs aimed at strengthening protection for vulnerable sectors while introducing support services that promote the welfare and work-life balance of Capitol employees.
The proposed initiatives, once implemented, are expected to enhance gender-responsive governance by addressing gender-based violence, improving employee well-being, and making public service more accessible to working parents and other personnel.
The projects were discussed during the second quarter meeting of the Gender and Development Focal Point System (GFPS) Executive Committee on July 1, where Governor Pamela Baricuatro emphasized that GAD funds should be used for programs that directly benefit the people.
It was also attended by Provincial Board Member Neneth Reluya, chair of the Committee On Women, Family and Minors; as well as GAD focal Rainbee Grace Moro and other Capitol department heads.
Among the key projects endorsed by the committee is the construction and eventual operation of “Balay ni Dodong”, a temporary safe shelter for abused males. The initial proposed site is a Capitol-owned property in Sudlon, Lahug, Cebu City.
The governor also proposed the establishment of two employee support facilities within the Capitol grounds.
One is a laundromat where Capitol employees can bring their laundry to be washed by hired personnel. The governor said she wanted this service so Capitol employees could spend their weekends resting instead of doing household chores.
The other is a Child Minding Center, where Capitol employees—particularly solo parents—can leave their children under the care of trained personnel while they are at work.
The governor said the facility would give employees peace of mind, knowing their children are well cared for while they continue serving the province.
To further strengthen the province’s response to gender-based violence and violence against women and their children, the executive committee also approved a resolution seeking the establishment of a Committee on Decorum and Investigation (CODI) to specifically hear and act on such cases where the perpetrator is a Capitol employee or official.
