Governor Pamela Baricuatro led the observance of National Disaster Resilience Month 2026 at the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) Command Center in Sitio Grotto, Brgy. Apas, Cebu City, on Tuesday, July 1. This year’s theme is “Naghahanda at Kumikilos Tungo sa Panatag na Bagong Pilipinas.”
The kickoff underscored the importance of proactive disaster preparedness, climate resilience, and stronger partnerships in building safer and more resilient communities. Governor Baricuatro was joined by Capitol department heads in formally launching the month-long observance.
In her message, Governor Baricuatro said the province’s “Ato Ang Sugbo” vision seeks to ensure that every Cebuano can live safely, prosper sustainably, and face the future with confidence.
“Let this National Disaster Resilience Month inspire us to work together, innovate together, and prepare together,” Governor Baricuatro said.
She said that making Cebu disaster- and climate-resilient is not merely a goal but a commitment to protecting lives, securing livelihoods, safeguarding the environment, and preparing future generations for emerging risks.
PDRRMO focal person retired Col. Dennis Francis V. Pastor said that resilience is built long before disasters strike. He urged government agencies and communities alike to move beyond awareness by strengthening their capacity to prevent, withstand, adapt to, and recover from disasters.
“Disasters do not wait, hazards do not choose a convenient time, and resilience is not built during emergencies—it is built long before they happen,” he said.
As head of the provincial disaster management office, Pastor highlighted the four pillars of disaster risk reduction and management: prevention and mitigation, preparedness, response, and rehabilitation and recovery. He added that the Cebu Provincial Government, through the PDRRMO, continues to strengthen science-based planning, climate change adaptation, community preparedness, and inclusive disaster risk governance.
