The Cebu Provincial Development Council (PDC) Executive Committee endorsed on Wednesday, June 10, 2026, the proposed “Alegria Wind Power Project”, as well the Programs, Activities, and Projects (PAPs) of four regional offices of national government agencies for inclusion in the 2027 national budget.
Undertaken by MC Power Solutions, Inc., the project is expected to generate 80 megawatts of power that would be supplied to the National Grid Corporation of the Philippines (NGCP), upon its projected completion in 2028.
The project is currently on its “pre-development stage”, or that wind source assessment, as well as land survey, environmental study, community consultation, among other activities, are still being made.
MC Power is currently installing its meteorological mast in Brgy. Guadalupe for the wind resource assessment. The project, which involves the construction of 10 eight-megawatt wind turbine generators, covers barangays Guadalupe, Valencia, and Lepanto.
Detailed design and civil works, among others, are expected to start during the first quarter of next year. The company is currently securing its permits and clearances, which include a PDC endorsement, or a resolution of no objection, for its Environmental Compliance Certificate.
The company identified real property taxes, local business taxes, royalty share of one percent of total gross income, and the Php0.3-per-kilowatt-sales share mandated under Energy Regulations (ER) No. 1-94 of the Department of Energy, as benefits that Alegria and the local communities would get from the project, aside from MC Power’s KAHALIGI corporate social responsibility program.
After MC Power’s presentation, the PDC Execom meeting, presided over by Governor Pam Baricuatro and League of Municipalities of the Philippines-Cebu Chapter President Cesar Suan (Cordova, Cebu mayor) as vice chairman, then approved a resolution “endorsing and interposing no objection to the development of the Alegria Wind Power Project”.
The PDC Execom likewise approved the Department of Health-7’s request for an endorsement or resolution supporting its “Philippine Multisectoral Nutrition Project” (PMNP) Connect Project, which is a nutrition program in 37 Cebu municipalities; the Department of Public Works and Highway-7’s additional PAPs totaling P32.11 billion; and the Department of Agriculture Regional Field Office-7’s P25.8-million additional PAPs, which include the modernization and strengthening of production and research facilities, as well as programs for high-value crops development and organic agriculture.
The PDC Execom also moved to request for the fast-tracking of the construction of 94 classrooms, which is funded through the 2025 budget but continue to be “awaiting approval” of the scope modifications introduced by DPWH.
