The Cebu Provincial Government has formalized its partnership with G-Xchange Inc., the operator of mobile wallet GCash, to expand digital payment services and make government transactions more accessible, efficient, and transparent for Cebuanos.
The collaboration is expected to strengthen the province’s digital governance initiatives by allowing residents to conveniently pay for various government services through GCash, particularly in areas served by Capitol-run utility programs.
The partnership was sealed through the signing of an agreement at the Capitol on Tuesday, June 9, marking another milestone in the province’s ongoing digital transformation efforts.
Leading the signing ceremony were Governor Pamela Baricuatro and G-Xchange Inc. Vice President Cleo Celeste Santos. They were joined by members of the Provincial Board and GCash executives who acted as witnesses to the agreement.
Governor Baricuatro expressed her gratitude for the partnership and emphasized the importance of ensuring that the benefits of modernization and digital innovation reach all Cebuanos, regardless of location.
“Digitalization is also about inclusion. We want every Cebuano, whether in our cities, municipalities, or island barangays, to benefit from the convenience and opportunities that technology can provide,” Governor Baricuatro said.
The partnership is expected to benefit thousands of residents enrolled in provincial utility programs, including 1,334 electricity consumers in Malapascua, 3,374 water consumers in Moalboal, and approximately 1,500 water consumers in Carmen, by providing them with more convenient digital payment options for these Capitol-operated services.
Under the agreement, other provincial government transactions may also be settled through GCash, including payments for transfer taxes, real property taxes, sand and gravel fees, governor’s permits, franchise taxes, and penalties imposed on quarries, extraction operators, and delivery trucks, among others.
Santos, for her part, emphasized the partnership’s role in bringing government services closer to the people and improving access to public programs through digital technology.
“Today is not just about launching a partnership. It is about making government services feel closer, safer, faster, and more human for every Cebuano,” she said.
She added that the collaboration will enable the province to streamline payments and disbursements, making public services more accessible and efficient for residents across Cebu.
“Through GCash, the province can make payments easier, disbursements faster, and access to public services more seamless,” she said.
