The Cebu Provincial Government has launched another season of its tertiary education grant program during a ceremony at the Capitol Social Hall on June 9.
The Capitol has allocated at least P59 million per semester for the program, which provides P10,000 in financial assistance to deserving college students. A total of 5,900 scholarship slots have been opened under the Office of the Governor, Office of the Vice Governor, and the members of the Provincial Board.
Gov. Pam Baricuatro, who chose to continue supporting the program upon assuming office, led the launch alongside Vice Gov. Glenn Anthony Soco and several PB members.
“I am proud to continue supporting this program because it represents something that transcends politics and administration. It represents investment in the future of Cebu,” Gov. Baricuatro said in her speech.
The Capitol also recognized graduates of the program who earned Latin honors, including two summa cum laude graduates from Cebu Normal University (CNU) and 49 magna cum laude graduates from CNU and Madridejos Community College.
The summa cum laude graduates received P10,000 each in cash, while the magna cum laude graduates received P5,000 each and wooden plaques.
“Your success is a testament not only to your intelligence but also to your perseverance, discipline, and determination. You have proven that when given an opportunity, the Cebuano youth can,” the governor said.

Under the program, 2,500 slots have been allocated under the Office of the Governor, while 1,500 slots are under the Office of the Vice Governor. Students from any part of the province may qualify under both offices.
Meanwhile, the province’s 19 board members have been allocated 100 slots each, for a total of 1,900 scholarship slots to be distributed within their respective districts and constituencies.
“Kami diha sa Provincial Board and the Office of the Governor, maningkamot gyud mi nga this will really go to those who are really deserving. But even those nga dili gyud namo maapil, mangayo na lang sad mi’g dispensa gyud,” Vice Gov. Soco said.
To remain eligible, scholars must maintain a grade average of at least 85 percent and enroll in a four-year program offered by any State University or College (SUC), Local University or College (LUC), or other public higher education institution in the country.
“As governor, I fully support programs that invest in our youth because I believe that the future of Cebu will be shaped not only by the leaders we have today but by the young people we are preparing for tomorrow,” Gov. Baricuatro said.
A BOOST FOR DESERVING STUDENTS
Among those recognized was Erika Faith Labares, a summa cum laude graduate of CNU who completed a Bachelor of Arts in Communication, specializing in Integrated Marketing Communication and Press Relations.
Labares said the program significantly helped her pursue her studies, as her mother works as an office staff member while her father does not have stable employment.
A scholar since 2022, she said she was motivated to excel in her studies because she understood that her education was being funded by the people’s money.
She also thanked Gov. Baricuatro and the Provincial Board for working together for the benefit of Cebuanos despite their political differences.
“Thank you for still continuing this opportunity and I hope bisag ma-different ang administration, ma-continue ra gihapon ni siya kay it really helps a lot of students nga dili financially able nga maka-study,” Labares said.
