Capitol Launches CIPMMS Online Portal to Improve Infrastructure Workflow and Transparency

Governor Pamela S. Baricuatro formally launched today, June 8, 2026, the Provincial Government’s “Cebu Infrastructure Projects Management and Monitoring System” (CIPMMS), which streamlined the process and provided a transparency portal for the Capitol’s infrastructure projects.
In particular, with the revamped workflow, the period for payments for contractors, starting from the filing of the proposal to the release of checks, is reduced from 214 calendar days to just 137 calendar days.
The public can also view and check the status of every infrastructure project (https://sugbosys.cebu.gov.ph/projects) and validate each through a feedback mechanism embedded in the online portal.
The governor said the launching of the CIPMMS is just the beginning, as other processes, like the availing of the Capitol’s Assistance for Individuals in Crisis Situations (AICS) program, which provides for medical and burial assistance, among others, are also being looked into.
“By shortening timetables, identifying and eliminating gaps, increasing systems monitoring, and recalibrating process flows, we have done the Cebuano people a great service,” she said.
“Other processes would undergo a similar workflow analysis, until all Capitol services have been revamped and streamlined, so that delivery of services will be easier and faster. All these we do because the Cebuanos deserve better,” she added.
The CIPMMS is part of the governor’s thrust towards institutionalizing methods improvement, transparency, and accountability at the Capitol.
To do this, she targets the implementation of a Province-wide systems improvement initiative; streamline government processes and workflows; reduction of delays and process gaps; improvement of coordination and monitoring among offices; strengthening transparency, accountability, and service delivery; and supporting digitalization and efficient public governance by Capitol administration.
Governor Pam thanked the Provincial Planning and Development Office, the Information and Communications Technology Office, and the concerned Capitol departments and offices, for the cooperation and in making the CIPMMS possible.
Atty. Joseph “Ace” H. Durano, Cebu provincial administrator, on the other hand, thanked those present, who included officials and representatives of national government agencies and partner institutions, for being always there in assisting the provincial Government in its effort to serve the Cebuano people.
“Today, we gather not merely to launch a new system, but to mark another step in our continuing pursuit for better governance. Under the leadership of Governor Pam, the Province of Cebu has remained committed to building institutions that are transparent, accountable, and responsive to the needs of our people and the ever-changing digital landscape,” he said.
“As public servants, we have a responsibility not only to deliver projects, but to deliver them with integrity, accountability, and measurable results.
