Capitol Modernizes Disaster Response Systems, Boosts Cebu Emergency Preparedness

𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐌𝐎𝐃𝐄𝐑𝐍𝐈𝐙𝐄𝐒 𝐃𝐈𝐒𝐀𝐒𝐓𝐄𝐑 𝐑𝐄𝐒𝐏𝐎𝐍𝐒𝐄 𝐒𝐘𝐒𝐓𝐄𝐌𝐒, 𝐁𝐎𝐎𝐒𝐓𝐒 𝐏𝐑𝐄𝐏𝐀𝐑𝐄𝐃𝐍𝐄𝐒𝐒

The Provincial Government has launched a modernization initiative to strengthen Cebu’s capability to respond to natural and man-made disasters, ensuring faster, more efficient, and uninterrupted emergency operations.

The initiative forms part of Gov. Pam Baricuatro’s efforts to enhance disaster resilience across Cebu by improving emergency infrastructure, equipping responders, and expanding community preparedness programs.

Ret. Col. Dennis Francis Pastor, focal person of the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), reported that two advanced systems have been installed at the PDRRMO Command Center in Barangay Apas, Cebu City.

These include a solar-powered energy system that ensures uninterrupted operations during power outages and a digital Emergency Operations Center platform designed to improve coordination among emergency responders.

STRATEGIC FACILITIES AND EQUIPMENT

Pastor also reported that the construction of two strategic warehouses in Danao City and Sibonga is set to commence later this year. Once completed, the facilities will serve as hubs for relief goods operations as well as bases for emergency personnel, reducing response times in both northern and southern Cebu.

To further strengthen response capabilities, the PDRRMO has procured additional equipment, including personal protective equipment (PPE), rescue tools, emergency patient transport vehicles, heavy equipment, computers, and other operational assets.

The office has likewise secured insurance coverage for not only for its disaster responders but also those from Cebu’s component cities and municipalities, providing financial protection in the event of accidents or emergencies encountered in the line of duty.

BUILDING DISASTER-READY COMMUNITIES

Beyond infrastructure and equipment upgrades, the PDRRMO continues to enhance community preparedness through seminars and training programs on disaster preparedness and emergency response protocols.

These activities are designed to equip residents with practical, life-saving knowledge on how to respond during emergencies and calamities.
