Systems Improvement Officer (SIOs) of the Provincial Government’s “Cebu Infrastructure Management Monitoring System” (CIPMMS) underwent a hands-on training Thursday, May 28, 2026, as part of preparations for the official launching of the streamlined process flow and its online dashboard this June.

The CIPMMS dashboard provides for an online access of the shortened process. It institutionalizes improved transparency and accountability, as it includes a document tracing capability that flags offices where the documents stayed beyond the agreed-upon period for processing. The dashboard also gives the public access to the project status.
The immediate impact of the revamped process flow is the reduction of the transaction period, from the submission of the documents by end users to the releasing of checks to contractors of Capitol infrastructure projects, from 214 calendar days to just 137 calendar days.

SIOs play a crucial role to make the new system effective.
They are expected to serve as focal persons for systems initiatives; monitor compliance and reporting; coordinate with Provincial Planning and Development Office (PPDO), Information and Communications Technology Office (ICTO), and offices involved in the system setup; support the implementation of government systems; identify process gaps and recommend improvements; and promote proper use of digital systems.
The effort is part of Governor Pamela S. Baricuatro’s thrust towards institutionalizing methods improvement, transparency, and accountability.

Thursday’s training gave the SIOs the opportunity to further familiarize themselves with the process flow by using their access credentials in getting actual experience in using the system.
With the CIPMMS, all Capitol offices with infrastructure projects would now be required to file requests through the revamped system.
The CIPPMS is a fulfillment of Governor Pamela S. Baricuatro’s leadership governance framework, which includes digitalization and more efficient delivery of government services as a key pillar of her people-centered governance.
