Cebu Province Signs MOU for Satellite Government Center, Sports and Economic Hub in Naga City

𝐂𝐄𝐁𝐔 𝐏𝐑𝐎𝐕𝐈𝐍𝐂𝐄 𝐈𝐍𝐊𝐒 𝐌𝐎𝐔 𝐅𝐎𝐑 𝐒𝐀𝐓𝐄𝐋𝐋𝐈𝐓𝐄 𝐆𝐎𝐕’𝐓 𝐂𝐄𝐍𝐓𝐄𝐑, 𝐒𝐏𝐎𝐑𝐓𝐒 𝐀𝐍𝐃 𝐄𝐂𝐎𝐍𝐎𝐌𝐈𝐂 𝐇𝐔𝐁

Anchored on good governance and sustainable development, the Cebu Provincial Government officially signed a Memorandum of Understanding (MOU) with MTD Philippines, Inc. on Tuesday, May 19, for the proposed Satellite Provincial Government Center, Sports and Economic Hub, and Food Security Center in Naga City, Cebu.

With the signing of the MOU, the project officially enters its feasibility study phase.

During the signing, MTD Philippines President and CEO Engr. Patrick Nicholas David emphasized the importance of partnering with local government units that uphold good governance, citing this as consistent with the company’s other ongoing projects, including the New Pasig City Hall.

“We work with LGUs that not only promise but also deliver good governance. This is what we have always envisioned — working with good leadership to deliver world-class facilities free from corruption and wrongdoing. We are fatigued by stories of how bad government projects are. What we promise, we deliver — and always ahead of schedule,” Engr. David said.

The proposed 45-hectare Satellite Provincial Government Center aims to bring provincial government services closer to residents in Southern Cebu while helping decongest urban centers.

𝐒𝐩𝐨𝐫𝐭𝐬 𝐒𝐭𝐚𝐝𝐢𝐮𝐦

The project also includes the development of a Sports Stadium and Aquatic Center with a 20,000-seat capacity, a fish port and fish market, a Food Security Facility, a Renewable Energy Facility, and a Transport Hub for ferries and public utility vehicles (PUVs).

In her message, Governor Pamela Baricuatro said one of the reasons she pursued public office was her belief that Cebu deserves more accessible government services, stronger economic opportunities, expanded spaces for youth development through sports, and sustainable solutions for food security.

The governor particularly highlighted the importance of the Food Security Center, noting that it will help address food insecurity in the province and reduce post-harvest losses among Cebuano farmers.

“The Food Security Center especially means so much to me because food security has always been one of my personal advocacies. This is why we continue pushing programs that strengthen agriculture, support our farmers and fisherfolk, and ensure that food remains accessible and sustainable for our people,” Gov. Baricuatro said.

More Jobs and Investments Expected

Once construction begins, the project is expected to generate around 5,000 jobs during its development and completion phases.

The planned sports hub is also expected to position Cebu as a viable venue for international sporting events, further boosting tourism and economic activity in the province.

Witnesses to the signing included Malaysian Ambassador to the Philippines Dato Abdul Malik Melvin Castelino, AFK Group CEO Tan Sri Dr. Azmil Khalid, and Provincial Board Members Stanley Caminero, Malcolm Sanchez, Alfie Ouano, and Mike Villamor.
