Cebu Capitol Finalizes Streamlined AICS Process to Speed Up Assistance Release

Department heads and representatives of concerned Capitol offices convened on Friday, May 15, 2026, during a brown paper session on the streamlining of the process flow in the availment of the Cebu Provincial Government’s “Assistance to Individuals in Crisis Situations (AICS) program.

It is expected that after the consultation, the final process flow, from the clients making the request to the release of assistance, is streamlined to just within 21 work days. (This is based on a four-day work week. With the return to a regular five-day work week at the Capitol, this is further shortened). This is a significant improvement compared to before, when it took at least a month before clients are made to call and “follow up” their request for aid.

The Capitol’s AICS is a social safety net by the Cebu Provincial Government designed to provide immediate, temporary support to residents facing unexpected difficult circumstances. It is separate and independent from the AICS program by the Department of Social Welfare and Development (DSWD), which is nationally-funded.

The Provincial Government’s AICS, which serves as a stop-gap measure to help families recover from crisis situations, is managed by the Provincial Social Welfare and Development Office (PWSDO). Its beneficiaries are underprivileged residents of Cebu Province (excluding those from the highly urbanized cities of Cebu and Lapu-Lapu, who are served by their respective Local Government Units or the DSWD regional office).

Assistance that could be availed through the Capitol AICS are medical (support for hospitalization, medicines, laboratory tests, and other procedures); burial (aid for funeral costs and remains transport); education (financial help for school-related expenses for eligible students); and others like transportation (fare) assistance, food aid, and psychosocial support.

To avail of the assistance, applicants are asked, among others, to present a certificate of indigency from their barangay of residency; valid government-issued identification card; and supporting documents specific to the request, like medical abstract/certificate and hospital last billing for medical aid, death certificate for burial aid, or enrolment certificate for educational aid.

Last Friday, upon the supervision of the Provincial Planning and Development Office, concerned offices signified their approval of the new process flow, provided inputs, expressed final concerns, and clarified gray areas.

Similar to the streamlining of the infrastructure projects process flow, which would be launched next month, the review of the AICS availment process flow is part of Governor Pamela S. Baricuatro’s thrust towards institutionalizing methods improvement, transparency, and accountability at the Capitol.

To do so, she tasked the PPDO to streamline internal processes, particularly on shortening timetables, identifying and eliminating gaps, increasing systems monitoring, and recalibrating process flows, all for the benefit of the Cebuano people.

“From the very beginning of this administration, we made a choice to govern with transparency, to engage with openness, and to build systems that outlast personalities,” Gov.
