Efforts to streamline infrastructure project process flow at the Capitol edged closer to implementation with the orientation of 48 System Improvement Officers (SIOs) on Friday, May 15, 2026, on the “Cebu Infrastructure Project Management and Monitoring System (CIPMMS) online platform.

The immediate impact of the revamped process flow is the reduction of the transaction period, from the submission of the documents by end users to the releasing of checks.
From 214 calendar days it is now down to just 137 calendar days. And SIOs will play a crucial role to make the new system effective.

The effort is part of Governor Pamela S. Baricuatro’s thrust towards institutionalizing methods improvement, transparency, and accountability.
To do so, she tasked the Cebu Provincial Planning and Development Office (PPDO) to streamline internal processes, with the overarching objective of shortening timetables, identifying and eliminating gaps, increasing systems monitoring, and recalibrating process flows, all for the benefit of the Cebuano people.
In partnership with the Information and Communication Technology Office (ICTO), PPDO embarked on the task of revamping internal procedures within the Cebu Provincial Government. They first looked into the infrastructure project procedure, including how long does it take for contractors to receive their payments for works they undertook for the Capitol.

It is expected that once observed at Capitol, via a dashboard created by the ICTO, the new system would improve transparency and track progress, especially during the approval process.
“This is also the advocacy of the governor. We are making the processes more efficient and transparent through portals that are available to the public,” said Elizar Sabinay Jr. of PPDO.
On Friday, the SIOs, who are employees of Capitol departments and offices, were oriented about their responsibilities. They were also amply reminded that the system, with its document-tracking capability, will flag their office if the documents are still with them beyond the agreed-upon period of approval, thus negatively impacting their evaluation scores.
The orientation also included the ICTO providing an actual system walkthrough on the online portal and a demonstration of the CIPMMS, with the SIOS pledging their commitment during an oath-taking ceremony towards the end of the activity.
