Public Consultation Set for Proposed Cebu Dam Projects at Capitol on May 18

𝐏𝐔𝐁𝐋𝐈𝐂 𝐂𝐎𝐍𝐒𝐔𝐋𝐓𝐀𝐓𝐈𝐎𝐍 𝐒𝐄𝐓 𝐀𝐓 𝐓𝐇𝐄 𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐅𝐎𝐑 𝐏𝐑𝐎𝐏𝐎𝐒𝐄𝐃 𝐂𝐄𝐁𝐔 𝐃𝐀𝐌 𝐏𝐑𝐎𝐉𝐄𝐂𝐓𝐒

A public consultation on the proposed dam projects of the Department of Public Works and Highways (DPWH) Region 7 is scheduled on May 18 from 3 pm to 5 pm at the Cebu Provincial Capitol Social Hall.

The consultation was recommended by the Regional Development Council (RDC-7) as one of the criteria for the council’s endorsement of the proposed projects.

RDC-7 also directed DPWH-7 to resubmit the project profile, including its terms and conditions, and conduct a public consultation. Cebu Gov. Pamela Baricuatro offered the Capitol as the venue for the activity.

The public consultation forms part of the projects’ social acceptability requirements to ensure that concerns and potential impacts are properly identified and addressed.

Local government units affected by Typhoon Tino are expected to actively participate in the consultation, particularly in the social preparation process and the profiling of families that may be affected or relocated by the proposed projects.

“We need water for Cebu – our primary objective, and we also need to capture, tame, and regulate water to optimize its storage and use, prevent flooding, and mitigate the impacts of drought,” Gov. Baricuatro said.

She emphasized that infrastructure projects must also be complemented by nature-based solutions and environmental mitigation efforts from communities, LGUs, and regional agencies.

Proposed dams

The proposed projects include dams along the Mananga River in Talisay City; Bulacao, Guadalupe, Lusaran, and Kinalumsan Rivers in Cebu City; Butuanon River in Mandaue City; Cansaga River in Consolacion and Mandaue City; Cotcot River in Liloan and Compostela; and Danao River in Danao City, with an estimated cost of P5 billion per dam.

Implementation is targeted from 2027 to 2029 and includes feasibility studies, detailed engineering design, construction of retarding basins, and right-of-way acquisition.
