𝐂𝐀𝐏𝐈𝐓𝐎𝐋-𝐑𝐔𝐍 𝐇𝐎𝐒𝐏𝐈𝐓𝐀𝐋𝐒 𝐆𝐀𝐓𝐇𝐄𝐑 𝐅𝐎𝐑 𝐒𝐓𝐑𝐀𝐓𝐄𝐆𝐈𝐂 𝐇𝐄𝐀𝐋𝐓𝐇𝐂𝐀𝐑𝐄 𝐏𝐋𝐀𝐍𝐍𝐈𝐍𝐆
Leadership teams from all 16 hospitals operated by the Cebu Provincial Government gathered on Friday, May 8, for a full-day strategic planning session aimed at improving coordination and strengthening healthcare services for Cebuanos.

The workshop facilitated by the Provincial Planning and Development Office, led by Elizar Sabinay Jr., and held at the RAFI Kabilin Center amid ongoing ASEAN-related activities and the holiday observance in Cebu, brought together over 100 chiefs of hospitals, chief nurses, administrators, doctors and provincial planning officials to assess challenges and align priorities across the province’s healthcare network.

Provincial Health Consultant Dr. Nikki Catalan said the gathering marked an important step toward building a more unified and patient-centered healthcare system.
“For many, this kind of collective planning space has been long overdue and deeply needed,” Dr. Catalan said in a Facebook post following the event.

Participants openly discussed operational gaps, strategies for collaboration and ways to improve coordination among provincial hospitals, according to organizers.
Provincial Health Office Head Dr. Sheila C. Faciol, on the other hand, reminded everyone that the core focus of the whole exercise is to align the hospital’s programs, activities, and projects with the goals of Gov. Pamela Baricuatro’s administration.
“It’s time to wake up and get started,” she said, setting a tone of urgency for the day’s objectives.
She said with healthcare as among the top priorities of Gov. Baricuatro, rigorous planning is essential so every peso allocated for healthcare service would count.
Dr. Faciol likewise said that the strategic planning is not only a response to the current administration’s priorities but also a commitment to the Cebuano people, who deserve excellence in health and medicine.
SHARED COMMITMENT
Dr. Catalan acknowledged that significant work remains but emphasized that bringing all 16 hospitals together under a shared commitment to public service was already a meaningful achievement.
“Strong public healthcare systems are built through collaboration, trust, accountability, and continuous improvement,” Dr. Catalan said. “Today was a reminder that real reform happens when people are willing to sit down together, listen honestly, and move forward collectively.”
The event also highlighted the provincial government’s efforts to create a more responsive healthcare system as Cebu continues to address growing public health demands.
Dr. Catalan thanked hospital leaders, medical personnel, the PPDO, and the Ramon Aboitiz Foundation Inc. for supporting the initiative and contributing to what she described as a renewed commitment to a healthier Cebu.
