Cebu Governor Pamela Baricuatro doubled down on Cebu’s push to strengthen its position as a premier English as a Second Language (ESL) destination, as she showed support for efforts to attract more international students and investors during the Grand International Familiarization Tour (FAM Tour) 2026 gala night on April 24.

The event gathered agents and executives of ESL schools catering to students from Southeast Asia, the Middle East, and Europe, serving as a strategic platform to promote the Philippines’ strong education sector and globally competitive learning environment.
“Cebu has long been known as a strong destination for English learning. But beyond that, we are also a place of rich culture, beautiful islands, warm and genuine people,” the governor said during the gale held in a Cebu City hotel.

An ESL school provides specialized instruction to non-native speakers, focusing on improving reading, writing, listening, and speaking skills for daily life, work, or study. These programs cater to all proficiency levels and often offer immersive or online learning environments.
The governor also encouraged participants to experience Cebu firsthand and share their stories with prospective students and partners abroad.

“We hope that during your stay, you will experience what makes Cebu special, and most importantly, we hope you share these stories with others—not just as a place to study English but as a destination to explore investing and to come back to,” she added.
Through initiatives like the FAM Tour, Cebu continues to position itself as a hub for international students, opening opportunities for cultural exchange, tourism, and economic growth.
