Gov. Pam Highlights Expanded Orthopedic Services in Cebu Hospitals

Cebu Gov. Pamela Baricuatro highlighted the importance of precision, compassion, and steady investment in healthcare during her address at the Philippine Orthopaedic Association’s 34th Midyear Convention, where she also discussed the Cebu Provincial Government’s efforts to expand access to orthopedic services.


Speaking before doctors, healthcare workers, and industry partners, the governor thanked the role that orthopedic specialists play in patient care. She said that beyond technology and systems, it is the human connection that leaves a lasting impact.

“In healthcare, we often speak of systems, technology, and innovation. These are important. But what patients remember most is how they were cared for in their most vulnerable moments,” she said.


The convention carried the theme “MIS (Minimally Invasive Surgery) in Orthopedics: Small Cuts, Big Impact,” which Gov. Baricuatro said reflects a broader principle and guides Cebu’s healthcare strategy—small, deliberate steps that lead to meaningful, long-term outcomes.

The governor said that the provincial government has increased the number of orthopedic surgeons across its hospitals and invested in key medical equipment, including C-arm machines, fracture tables, and pneumatic tourniquets. These upgrades, she said, now allow provincial facilities to handle trauma and surgical cases that previously required referrals to tertiary hospitals.


“As those in the specialty would appreciate, this enables us to respond and perform surgeries—especially trauma cases—without needing to refer patients to tertiary centers,” she said.

The improvements have resulted in faster and more accessible care, particularly in urgent situations where time is critical, according to the governor.

Gov. Baricuatro reiterated that healthcare remains a top priority for her administration, not only in terms of expanding services but also in supporting innovation and the professionals behind patient care.

She also acknowledged the sacrifices made by healthcare workers, citing their long hours and the weight of responsibility they carry daily.

“Your work is not just about treating bones,” she said. “It is about restoring movement, independence, and dignity.”
