𝐂𝐂𝐀𝐒 𝟐𝟎𝟐𝟔: 𝐒𝐓𝐑𝐄𝐍𝐆𝐓𝐇𝐄𝐍𝐈𝐍𝐆 𝐂𝐄𝐁𝐔’𝐒 𝐅𝐋𝐎𝐎𝐃 𝐑𝐄𝐒𝐈𝐋𝐈𝐄𝐍𝐂𝐄, 𝐂𝐋𝐈𝐌𝐀𝐓𝐄 𝐑𝐄𝐒𝐏𝐎𝐍𝐒𝐄
The Cebu Climate Action Summit (CCAS 2026), held at Radisson Blu Hotel in Cebu City, gathered government leaders, experts, and stakeholders in a two-day summit focused on strengthening Cebu’s flood resilience and climate response.

Organized by the Cebu Provincial Government, the summit, which is anchored on the theme “Rethinking Growth: Climate-Smart Governance for a Flood-Resilient Cebu,” is part of the Understanding Choices Series 2, which promotes structured decision-making from risk understanding to coordinated action.

Led by Gov. Pamela Baricuatro, the summit brought together key figures including Cebu City Mayor Nestor Archival, DENR Undersecretary Carlos Primo C. David, DPWH 7 OIC Director Simon N. Arias, Cebu Archbishop Alberto “Abet” Uy, Climate Change Commission Vice Chairperson and Executive Director Robert E.A. Borje, DOST Region VII Director Tristan L. Abando, showing strong coordination across governance, planning, environment, and infrastructure sectors.

Executive Director Borje pointed out the urgency of action, saying, “The gap we need to close is no longer small, it’s getting bigger.” He emphasized the need for stronger, more decisive climate governance.
In the afternoon session, “Climate Action in Action Presentations,” highlighted ongoing initiatives for flood resilience.

Provincial Board Member and Dr. Stanley Caminero underscored Cebu Province’s Climate Action Ordinances.
“The bigger part of climate mitigation is just a matter of discipline,” he said.
Director Abando, on the other hand, discussed about science-based disaster preparedness through programs like Handa Pilipinas and HazardHunterPH, which support risk assessment and community resilience.
