DENR Hails Cebu Gov. Pam’s Flood EO as First of Its Kind in PH

The Department of Environment and Natural Resources (DENR) on Wednesday lauded Cebu Gov. Pamela Baricuatro’s Executive Order No. 75 on flood resilience, calling it the country’s first policy of its kind.


DENR Undersecretary Carlos Primo David said the order puts Cebu on track to become a national model for climate-smart governance.

“This EO signed by Governor Pam is actually the very first EO of its kind in the country. It contains so much science in it—integrated water resource management, flood hazard zoning, no-build zones, nature restoration, and early warning systems,” David said on Wednesday at the Cebu Climate Action Series, organized by the Cebu Provincial Government.


“Most importantly, it is now in policy, and everyone can follow it. Let Cebu be the standard and role model for other provinces to emulate,” he added.

The DENR undersecretary stressed that poor governance and weak land use planning worsen climate disasters. He pushed for nature-based flood fixes, watershed protection, water impounding, and green infrastructure, arguing that flood control and water supply must be tackled as one.

The Climate Action Series gathered leaders from government agencies, local government units, academe, civil society organizations, and the private sector to discuss long-term and sustainable solutions to flooding and climate risks in Cebu.

Aside from USEC David, other keynote speakers at the event were OIC-Regional Director Engr. Simon N. Arias of the Department of Public Works and Highways (DPWH) 7, Cebu Archbishop Most Rev. Alberto S. Uy, D.D., and Vice Chairperson & Executive Director Robert EA Borje of the Climate Change Commission.
