Cebu Gov. Pamela Baricuatro led the opening of the Cebu Climate Action Summit (CCAS) 2026, convening multi-sectoral leaders, experts, and stakeholders to address flooding and climate risks confronting the province.

The two-day summit, part of the Understanding Choices Series, organized by the Cebu Provincial Government carries the theme “Rethinking Growth: Climate-Smart Governance for a Flood-Resilient Cebu” and aims to deliver a science-based Flood Resilience Roadmap.

In her message, Gov. Baricuatro, who was one of the keynote speakers, highlighted the urgency of climate action, citing recent disasters as clear reminders of Cebu’s vulnerability.
“Cebu is strong—but it is not untouchable. We have no excuse not to prepare. If we continue to delay and treat this as someone else’s responsibility, then we are choosing to be unprepared—and that is something we cannot afford. As your governor, I take full responsibility in leading this fight,” she said.
The governor presented the province’s development framework anchored in her “Ato ang Sugbo” vision and the 4H and 2Ps Strategy covering Housekeeping, Healthcare, Hunger, Happiness, Partnerships and Linkages, and Predicting Future Development.

She cited immediate priorities including Cebu’s first island-wide Climate Disaster Risk Assessment, construction of smart classrooms and resilient infrastructure, stricter enforcement of environmental laws, and the ongoing Clean Cebu Campaign.
Gov. Baricuatro also pointed to gains in the health sector, noting 24/7 laboratory services in most provincial hospitals, an increased deployment of doctors, and medical scholarship programs in partnership with CHED, Cebu Normal University, and Vicente Sotto Memorial Medical Center.

“This challenge is bigger than any single office or sector. We need everyone—your ideas, your discipline, and your action. Because at the end of the day—Ato ang Sugbo. And if we truly believe that, then we must prove it not just in words, but in what we do,” she added.
