𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐄𝐗𝐓𝐄𝐍𝐃𝐒 𝐂𝐀𝐒𝐇 𝐀𝐈𝐃 𝐓𝐎 𝐇𝐀𝐁𝐀𝐋-𝐇𝐀𝐁𝐀𝐋 𝐃𝐑𝐈𝐕𝐄𝐑𝐒 𝐈𝐍 𝐒𝐎𝐔𝐓𝐇 𝐂𝐄𝐁𝐔
A total of 730 habal-habal drivers from Southern Cebu received ₱3,000 each in cash assistance from the Cebu Provincial Government on Tuesday, April 21, 2026.
The simultaneous distribution was led by the Provincial Social Welfare and Development Office (PSWDO), in coordination with the Municipal Social Welfare and Development Offices of Oslob, Boljoon, Alcoy, and Dalaguete.

The financial assistance forms part of the provincial government’s ongoing efforts to cushion the impact of rising fuel prices on transport workers amid the continuing oil crisis.
Governor Pamela Baricuatro assured that her administration is working doubly hard to assist affected sectors by rolling out targeted programs.

“I have been very blunt about this nga naa ta’y supply sa rice, naa ta’y supply sa fuel here sa province. We are doing our best to help the sectors nga nagkalisud,” the governor said in an earlier statement.
Of the total beneficiaries, 172 drivers are from Oslob, 41 from Boljoon, 118 from Alcoy, and 399 from Dalaguete.

“Mahal gasolina, mahal bugas, mahal sad ang palaliton… dako gyud ni’g tabang kay amoang mga kauban naglaom gyud nga naay ayuda. Among kita kada adlaw dili gyud kaigo,” said 50-year-old habal-habal driver Michael Carulasan from Barangay Poblacion, Alcoy, as he shared the daily challenges faced by drivers like him.
Provincial Board Members Stanley Caminero and Raymond Calderon were present during the distribution. They highlighted the vital role of habal-habal drivers, particularly in serving upland and hard-to-reach communities, while also encouraging them to secure proper registration.
“Hopefully kaning atoang gamay’ng ayuda magamit ni sa maayong pagkagamit noh, kani para ni makatabang sad ninyo,” Board Member Calderon said.

Meanwhile, Board Member Caminero reminded the public of the government’s duty to extend assistance during difficult times, noting that the aid comes from public funds.
