The Cebu Provincial Government has rolled out a mobile timekeeping system to enhance its digital human resource services.
The Mobile Timekeeper, developed by the Provincial Information and Communication Technology Office (ICTO) through the ACCESS system, was launched ON April 1, with an initial pilot implementation at the Human Resource Management Office. The system is designed to complement existing biometric devices, giving employees added flexibility in recording attendance.

Using a mobile phone, employees can log in and out even while on official travel or field assignments. The system uses selfie-based verification and GPS tracking to ensure accurate and secure timekeeping.
Features include facial recognition to prevent “buddy punching,” GPS-enabled geofencing for location validation and a travel order mode for employees conducting official business. The system also eliminates the need for a certificate of appearance when used during official travel.

Officials said the Mobile Timekeeper integrates seamlessly with the ACCESS platform, ensuring daily time records and payroll processes remain accurate and uninterrupted.
