Capitol Turns Blue for Child Abuse Prevention Awareness Month

Cebu Governor Pamela Baricuatro on Monday renewed the Provincial Government’s commitment to child protection, calling on fellow officials, employees, and the Cebuano community to take a more active role in preventing abuse as part of April’s observance of “Child Abuse Prevention Awareness Month.”


Thanking Capitol officials and employees for wearing blue attire instead of the usual Filipiniana and Barong at the flag-raising ceremony, Gov. Baricuatro said the campaign goes beyond symbolism and must translate into concrete action, emphasizing its policy impact on strengthening programs and community vigilance.


“It is a simple gesture, but it carries a powerful message: that we’re a Provincial Government that stands for the protection of every child,” she said during the April 13 flag-raising ceremony at the Capitol Grounds.

She said that abuse in any form has no place in society and that there should be no space for those who think they can harm others and get away with it, noting that abuse can be physical, emotional, psychological, or even rooted in neglect and silence.


Gov. Baricuatro warned that many child abuse cases occur in spaces where children are supposed to feel safest, and that inaction, including the government’s, can also contribute to harm.

“Abuse also happens when we fail to look out for their welfare, when we don’t have programs that will support their growth, and when we fail to prioritize their health and well-being,” she said. “It is our shared responsibility to make sure that every child has a safe Cebu to grow into.”


She assured that the Capitol, under her watch, will continue to enhance its child protection initiatives, while urging the public to remain vigilant by speaking up and refusing to tolerate any forms of abuse.
