Cebu Gov. Pam Baricuatro on Saturday, April 11, urged young members of the Boy Scouts of the Philippines–Cebu Council to uphold truth, integrity and service in an era marked by rapid information flow and growing challenges.
Speaking at the council’s 79th annual meeting at the Cebu City Hall’s Floor Community Hall, Baricuatro addressed scout leaders, volunteers and youth members, praising the organization for shaping generations of disciplined and service-oriented Filipinos.
“Today, we celebrate a movement that has shaped generations of disciplined, service-oriented, and values-driven Filipinos,” she said, emphasizing that scouting stands for “duty, honor, service, and love for country.”
Baricuatro highlighted the importance of leadership grounded in character, telling young scouts they are already leaders in their own right.
“Leadership is not about position. It is about character. It is about doing the right thing even when no one is watching,” the governor said.
She encouraged scouts to choose discipline over convenience, service over self-interest, and truth over misinformation—principles she said are increasingly vital in the digital age.
The governor also warned about the dangers of misinformation across social media, urging scouts to practice critical thinking and responsibility online.
“Information is everywhere—but not all of it is true,” she said. “Don’t believe immediately. Don’t share immediately. Check first. Verify first. Because real leaders do not spread confusion—they stand for truth.”
Baricuatro assured attendees of continued provincial support for youth development programs aimed at strengthening not only academic skills but also character, leadership and resilience.
“A strong Cebu begins with strong, grounded young people,” she said.
