Department heads and representatives of different Capitol offices met recently to streamline the process flow for the payment of infrastructure projects, availing of the “Assistance to Individuals in Crisis Situations” (AICS), and the procurement of medicines through framework agreements.

Elizar Sabinay Jr. of the Provincial Planning and Development Office said the activity was meant “to improve public services, efficiency of the delivery of services”, as emphasized by Governor Pamela S. Baricuatro.
“We are cleaning, merging, reducing processes to improve efficiency of service that will also impact the trust of the people on the government,” he said.

“This is also the advocacy of the governor. We are making the processes more efficient and transparent through portals that would be available soon to the public,” he added.
On the “project management and monitoring system” for infrastructure projects, the participants gave their approval of the system that now reduces the entire process, from the submission of the documents by end users to the releasing of checks, from 247 calendar days to just 137 calendar days.

Among the features of the system is the ability for the public to check, at any given time, which office the documents are at for approval and for the system to flag an office where the document stayed beyond the agreed upon duration for processing.
How many times an office gets flagged would have an impact on its performance evaluation and merit consideration.

As agreed by those present, the system, which would be put in place by the Capitol’s Information and Communication Technology Office, is already deemed final and ready for implementation.
Sabinay reminded that the system actually already exists, only that its usage got stopped. With the streamlined process and the renewed commitment of the offices to adhere to it, it is expected that contractors could already be paid earlier than what they were used to.
In the same gathering, the group divided into two groups, each separately discussing the process improvement mechanisms when availing the AICS and when procuring medicine not as an emergency purchase but through a framework agreement.
All inputs during each of the breakout sessions were recorded for incorporation in the respective process flow, which would again be presented to the concerned offices in a white paper discussion for finalization. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑷𝑷𝑫𝑶
