Cebu Capitol Energy Crisis Team Plans Fuel Aid for Habal-Habal Drivers

A day after the declaration of a “national state of energy emergency” by President Ferdinand “Bongbong” Marcos, the Cebu Provincial Government Energy Crisis Team convened last Wednesday, March 25, 2026, to discuss the interventions the Capitol lined up for the Cebuanos.


As announced by Governor Pamela S. Baricuatro, that the Provincial Government will launch a fuel subsidy program for habal-habal drivers after the Holy Week, the body agreed to have the initial salvo in Sibonga town on April 8.

Qualified beneficiaries, estimated to be around 5,000 drivers, will receive ₱3,000 each, or a cash assistance for two months (at P1,500 a month).

During a regular press briefing last Tuesday, the governor explained that the program is designed to fill gaps in government support, by prioritizing drivers who play a vital role in local transport but remain outside formal systems, particularly habal-habal riders serving remote and underserved areas across Cebu.

The Capitol is now coordinating closely with LGUs to validate beneficiaries and prevent fraudulent claims, as local officials are considered best positioned to identify active drivers in their areas.


The Energy Crisis Team comprises the Office of the Governor, Office of the Provincial Administrator, Provincial Social Welfare and Development Office, Provincial Disaster Risk Reduction and Management Office, Provincial General Services Office, Provincial Agriculture Department, Public Information Office, and Provincial Budget Office.

During their meeting last Wednesday, the team members agreed that after Sibonga, the next distribution would be in Pinamungajan town on April 10.

Another intervention that the team discussed is the “Tabang Pambyahe” Program, which is a partnership between the Provincial Government (through the Provincial Planning and Development Office) and the Department of Transportation.

The program, which is intended to ensure that there are still public transport vehicles available, will be implemented on the second week of April, particularly the Cebu IP Park to Danao City route for the north and the Cebu South Bus Terminal to Sibonga town for the south.

The rice distribution program for the vulnerable sectors, on the other hand, is targeted for roll out on April 15, once advices from the Provincial Treasurer’s Office, the Bureau of Local Government Finance, and the Provincial Legal Office on the utilization of the funds are secured. /CAPITOL PIO, PPDO
