After years of waiting, 128 scholars from the 2019-2020 academic year are finally receiving their overdue allowances, a long-delayed obligation that the Cebu Provincial Government has now settled under the leadership of Gov. Pamela Baricuatro.

In a simple ceremony held at the Capitol’s Social Hall on Tuesday, March 24, the provincial government released ₱2.3 million in unpaid allowances for beneficiaries of the Valedictorian and Salutatorian Scholarship Program (VSP/SSP) under the Public Employment Service Office (PESO).
The unpaid benefits had been pending for several years before the current administration moved to clear the backlog.

Gov. Baricuatro said that releasing the funds is rooted in accountability that raises public trust in governance.
“Dapat naay integridad sa Office of the Governor so that the people will trust us,” she said, highlighting her administration’s commitment to ensuring that no beneficiary is left behind.

Beyond the financial assistance, the governor expressed gratitude to the scholars and attendees, noting that their presence serves as her motivation in public service.
“What really gives me inspiration are the people and all of you here,” she said.

According to Josephine Tonilon, focal person of the VSP/SSP program, the scholarship grant traces back to a special program previously handled by the PESO.
“This program is a special program undertaken by the Public Employment Service Office. Sauna, special program ni siya sa PESO, pero karon wala na ni siya nga special program kay gihatag na siya sa lain nga scholarship program kaning CP-GiFTS,” Tonilon explained.
