Cebu to Launch ‘Tabang Pambyahe’ Transport Aid Program with P20M Fund

The Cebu Provincial Government is set to implement the “Tabang Pambyahe” program to provide transportation assistance and improve mobility for commuters amid rising fuel costs.

Governor Pamela Baricuatro said the initiative aims to support both the riding public and the transport sector by extending transportation subsidies to transport workers and partner bus operators.

The subsidy will enable the deployment of additional trips along key routes to ensure more efficient and reliable public transport services.

The Department of Transportation (DOTr) has approved the province’s request for P20 million in funding support under its Service Contracting Program for the implementation of the initiative.

𝐏𝐢𝐥𝐨𝐭 𝐫𝐨𝐮𝐭𝐞𝐬

The “Tabang Pambyahe” program will initially cover pilot routes from the Cebu South Bus Terminal to Sibonga, and from IT Park to Danao City, both on a round-trip basis. The program is scheduled to be rolled out starting this Holy Week.

With the deployment of additional units, more trips are expected daily. Buses will strictly load and unload passengers only at designated stops. The program targets bus availability every 15 minutes per bus stop, with loading and unloading time limited to less than two minutes per stop.

Extended operating hours will also be implemented for the IT Park–Danao route to better accommodate commuter demand.

Once operational, the program is expected to significantly reduce passenger queues in terminals along the identified routes.

Under the program, drivers and transport workers will also receive a subsidy per kilometer on top of their daily collection to ensure compliance with a strict “no standing” policy.

To ensure proper implementation, all participating buses will be required to install CCTV cameras and GPS tracking systems, as the program will be directly managed by the Capitol.

The “Tabang Pambyahe” initiative will complement the national government’s Libreng Sakay Program once fully implemented. ICAPITOL
