JICA Updates Cebu Officials on Metro Cebu Sewerage Master Plan Targeting 2050 Goals

𝐉𝐈𝐂𝐀 𝐆𝐈𝐕𝐄𝐒 𝐔𝐏𝐃𝐀𝐓𝐄 𝐎𝐍 𝐒𝐄𝐖𝐄𝐑𝐀𝐆𝐄 𝐒𝐓𝐔𝐃𝐘

Members of the Japan International Cooperation Agency (JICA) expert team updated on Tuesday, March 17, 2026, members of the technical working group (TWG) on the progress of the four-year study on the “Master Plan Study on Comprehensive Sewerage System Development” for Metro Cebu.


The master plan, which was started in 2024 and is set to be finished in 2027, “will set strategies and action plans until 2050” and “aims to align with the policy of Mega Cebu Roadmap 2050, one of whose targets is to increase the wastewater treatment rate to as much as 90%”.

The project, which is being made with the Local Water Utilities Administration (LWUA) and Metropolitan Cebu Water District (MCWD), is meant for the cities of Cebu, Mandaue, Lapu-Lapu, and Talisay; and the municipalities of Liloan, Consolacion, Compostela, and Cordova.


The expert team briefed the TWG and representatives from the local government units as well as concerned national government agencies on how far the study has already gone, as well as to discuss the data with them.

Among those pointed out is that the project cost of the study should include the value of the land, particularly for the sewerage treatment plants.


In an interview, Kanagi Kobayashi of Nippon Koei Co. Ltd.’s Urban Development Department said they have scheduled a high-level meeting with Governor Pamela S. Baricuatro and the mayors of the concerned LGUs on March 24, as well as a public hearing this June.


She said that today’s briefing serves as a prelude to the March 24 meeting, where they would also update the local chief executives on the development of the study. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑷𝑷𝑫𝑶
