Cebu Capitol Honors Women Employees with “Bongga Ka Dai” Wellness Event

They spend their days buried in paperwork, answering queries, and keeping the provincial government machinery running.

But on Monday, March 9, the female employees of the Cebu Provincial Government stepped out from behind their desks and into the spotlight.


In a vibrant kickoff for National Women’s Month, the Capitol treated over 300 of its women workers to a day of pampering and self-care with “Bongga ka Dai: Wellness and Care Services”, a first-of-its-kind event held under the Capitol dome.

Gov. Pamela Baricuatro graced the occasion and said that the “Bongga ka Dai” is a token of gratitude for the women who form the backbone of public service. She anchored the event on this year’s national theme, “WE for Gender Equality and Inclusive Society,” and its evocative sub-theme, “Lead like the Babaylans, Filipinas!”


“We are honoring the strength, the leadership, and the influence of Filipino women across all sectors,” Gov. Baricuatro told the crowd, referencing the pre-colonial babaylans who served as spiritual leaders and healers in their communities.

The dome was transformed into a bustling hub of beauty and relaxation, offering free services ranging from nail polishing and basic makeup to massages, eyebrow grooming and eyelash extensions.


The air hummed with the sound of laughter and conversation as employees indulged in a rare moment of relaxation.

In a touching moment during the program, the governor led a toast not just to women’s empowerment, but to the memory of her late friend, Dr. Rowena Burden, whom she described as a steadfast partner in social activism for women’s causes.

Capitol Health Consultant Dr. Nikki Catalan reminded the audience that the celebration also serves as a call to action.

In her message, she underlined the indispensable role of women in shaping families, communities, and Cebu’s healthcare system. However, she also issued a challenge, calling for stronger policies and collective action to dismantle persistent barriers like discrimination, unequal opportunities, and violence.

“Women’s month is more than a celebration. It is a call to action,” Dr. Catalan said. “It reminds everyone that there is a shared responsibility to respect, support, and uplift women in all aspects of life. Empowering women strengthens families, builds resilient communities, and creates a more inclusive and progressive society for all.”

After their transformations were complete, the refreshed employees didn’t just go back to their cubicles. They were pitted against each other in a lively competition, proving that confidence is the best accessory.

When the judging was done, Emma Tatoy of the Provincial General Services Office (PGSO) walked away with the grand title, being crowned Bongga ka Dai 2026.
