Gov. Pam Joins Ramadan Rites, Witnesses Declaration of New Mufti in Region 7

Members of the Muslim community gathered at the Cebu Provincial Capitol on Wednesday, March 4, to observe Ramadan prayers and witness the declaration of the new Mufti of Central Visayas, in a ceremony attended by Gov. Pamela Baricuatro.


Before the formal program began at the Capitol Social Hall, Muslim faithful assembled in the Capitol garden for prayer in observance of the holy month of Ramadan. Rows of worshippers laid prayer mats on the grass as the call to prayer echoed through the grounds, transforming the area into a place of reflection and spiritual connection.

The solemn gathering highlighted the values of faith, discipline and devotion that define Ramadan. Worshippers bowed in unison, marking a moment of unity among members of Cebu’s Muslim community.


The event later moved inside the Social Hall, where Muslim leaders and community members witnessed the declaration of Sheikh Aleem Alibsar M. Mampao as the new Mufti of Region 7 or a Muslim legal expert who provides guidance on matters of Islamic faith and law.

In her message, Gov. Baricuatro greeted the Muslim community and expressed support for the gathering.

“Assalamu Alaikum. To our respected Mufti of Region 7, Muslim leaders and members of our Muslim community here in Cebu — I extend my warmest greetings of peace,” the governor said.


Gov. Baricuatro described the occasion as a meaningful recognition of spiritual leadership and service, adding that the gathering coincided with Ramadan, a time for reflection and renewal among Muslims.

“This occasion reminds us that faith strengthens not only individuals, but entire communities,” she said.

The governor also emphasized the provincial government’s commitment to inclusivity and respect for different cultures and religions.


“The Provincial Government of Cebu stands firmly for unity, inclusivity and respect for all cultures and religions. Our diversity is not a division — it is our strength,” Baricuatro said.

She added that the provincial government remains committed to ensuring that all Cebuanos, regardless of faith, feel valued and supported.


The ceremony also included the initial breaking of the fast, or iftar, observed by Muslim attendees as part of Ramadan.

“May this Ramadan bring peace, reflection and renewed hope to all. Daghang salamat, and Ramadan Mubarak,” she said.

In an earlier meeting with National Commission on Muslim Filipinos (NCMF) Acting Regional Director Hanefah M. Sultan and representatives from various Muslim communities in Cebu, Gov.
