NATIONAL WOMEN’S MONTH
𝐆𝐎𝐕. 𝐏𝐀𝐌 𝐇𝐀𝐈𝐋𝐒 𝐖𝐎𝐌𝐄𝐍 𝐈𝐍 𝐔𝐍𝐈𝐅𝐎𝐑𝐌 𝐀𝐒 ‘𝐋𝐈𝐕𝐈𝐍𝐆 𝐏𝐑𝐎𝐎𝐅’ 𝐎𝐅 𝐅𝐄𝐌𝐀𝐋𝐄 𝐋𝐄𝐀𝐃𝐄𝐑𝐒𝐇𝐈𝐏
Cebu Gov. Pamela Baricuatro called for greater inclusivity and gender equality during a ceremony on Wednesday, March 4, 2026, hailing women in law enforcement as “living proof” that leadership is not defined by gender.

Speaking at the Police Regional Office 7 (PRO-7) kickoff and awarding ceremony for National Women’s Month, Gov. Baricuatro praised the rising number of women entering the Philippine National Police (PNP).
“When a woman wears the uniform of the Philippine National Police, she carries more than authority,” Gov. Baricuatro said. “She carries courage, discipline, and compassion. She represents the truth that leadership and strength are not defined by gender.”

The governor said that female officers serve as vital role models for the next generation of Cebuanas, proving that historically male-dominated spaces are no longer “impossible” to reach.
“You are living proof to every young girl watching that she, too, can be brave,” the governor said. “She, too, can lead. She, too, can serve her country with honor.”

Gov. Baricuatro added that the empowerment of women leads to a stronger broader society. She commended the PNP leadership for fostering an environment where women are given equal footing and respect.
“I truly commend the PNP for celebrating and honoring the vital role of women. By doing this, you set a strong example for other organizations and communities — that women deserve equal footing, equal respect, and equal opportunities in society,” she said.

The event at the PRO7 Headquarters’ Camp Sergio Osmena Sr., which served as both a celebration and an awarding ceremony for outstanding personnel, is part of a month-long national observance dedicated to recognizing the contributions of women in the Philippines.
The governor concluded her remarks with a call for continued collaboration between genders to build an inclusive society, ending with a local rallying cry for “sincere service.”
“As a woman, a mother, and as governor, I take pride in seeing more Cebuanas stepping into spaces that were once considered difficult — even impossible — for them. And when women rise, society rises with them,” she said.

“This Women’s Month, let us continue working together — men and women — to build a truly inclusive and equal society. Happy Women’s Month, and padayon ta sa sinserong serbisyo!” Gov. Baricuatro added.
The ceremony was highlighted by the awarding of Babaylan Leadership Award to Gov. Baricuatro as well as to female police officials, namely, PCol. Regie P. Real, P. Col. Maribel B. Getigan, PCol. Kimberly E. Molitas, PLt. Col. Catherine D. Ramos, PLt. Col. Maria Theresa Macatangay, PMaj. Mariejien E. Calunod, PMaj. Ivy M. Bartolome, PCapt. Janice C.
