Capitol Secures Compliance Certificate for Agricultural and Biosystems Engineering Team

𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐆𝐄𝐓𝐒 𝐂𝐎𝐌𝐏𝐋𝐈𝐀𝐍𝐂𝐄 𝐂𝐄𝐑𝐓𝐈𝐅𝐈𝐂𝐀𝐓𝐄 𝐅𝐎𝐑 𝐀𝐆𝐑𝐈𝐂𝐔𝐋𝐓𝐔𝐑𝐀𝐋 𝐀𝐍𝐃 𝐁𝐈𝐎𝐒𝐘𝐒𝐓𝐄𝐌𝐒 𝐄𝐍𝐆𝐈𝐍𝐄𝐄𝐑𝐈𝐍𝐆 𝐓𝐄𝐀𝐌

The Professional Regulatory Board of Agricultural and Biosystems Engineering (PRBABE) has issued a Certificate of Compliance to the Cebu Provincial Government for meeting the requirements of the law in relation to its initial establishment of Agricultural and Biosystems Engineering office.

The certification, which is valid for three years, was awarded during an inspection and monitoring visit conducted by PRBABE officials led by Chairman Sherwin Valdez at the Capitol on March 3. The delegation was received by Governor Pamela Baricuatro and Capitol department heads.


PRBABE is a specialized professional board under the Professional Regulation Commission (PRC) that regulates the practice of Agricultural and Biosystems Engineering (ABE). It supervises licensure examinations, issues professional licenses, sets professional standards, and enforces Republic Act No. 10915, or the “Philippine Agricultural and Biosystems Engineering Act of 2016,” to uphold high ethical and technical standards in the profession.


ABE refers to the application of engineering knowledge and technology to improve how farmers grow, harvest, and process food, animal feed, wood, fibers, and other farm products in ways that are safe, efficient, and environmentally sustainable.

It also focuses on the proper use, conservation, and management of natural and renewable resources to promote human health while protecting the environment. This covers farms and forests, crops and other plants, poultry and livestock, fisheries and aquaculture resources, wildlife, and other living organisms.


During the visit, PRBABE noted that under the administration of former Governor Hilario “Junjun” Davide III, the provincial government created 11 plantilla positions for agricultural and biosystems engineers. However, only two personnel were hired at the time.

The immediate past administration did not fill the remaining positions. It was only in January this year that Gov. Baricuatro hired two additional agricultural and biosystems engineers at the Capitol.

The Capitol is now considering elevating the group into a division under the Office of the Governor, separating it from the Provincial Agriculture Office where it is currently attached.

PRBABE recommended that the Capitol fill the remaining vacant positions and eventually establish a separate office for ABE, in accordance with the provisions of the law.

Gov. Baricuatro assured the board that advancing Cebu’s food security and sustainability remains a priority of her administration.
