Gov. Pam Eyes Siargao Model to Strengthen Cebu Solid Waste Management

Cebu Governor Pamela Baricuatro met with officials of the Siargao Solid Waste Treatment Plant and Septage Treatment Facility at the Capitol on March 3 as part of the provincial government’s intensified efforts to address Cebu’s solid waste disposal challenges.

Atty. Jehremiah Asis, CEO of JCA 1221 Holdings, Inc., presented to the governor and Provincial Administrator Atty. Ace Durano the model they successfully implemented in Siargao. The system has significantly reduced solid waste while also treating wastewater in the island, one of Mindanao’s top tourist destinations.


During the meeting, Atty. Asis explained that their solid-waste-to-fuel facility in Siargao processes up to five tons of solid waste daily, converting it into diesel fuel that is also used to power the facility.

“Our main objective is to solve the waste problem in Siargao. The fact that we derive fuel from it is just a bonus,” Atty. Asis said, stressing that the primary goal of the technology is to reduce the volume of solid waste that ends up in landfills.


Located in Barangay Cancohoy in the Municipality of Del Carmen on Siargao Island, the facility also serves five neighboring local government units (LGUs).

Gov. Baricuatro expressed openness to the proposal, noting its potential to enable the province to upcycle collected waste rather than rely solely on sanitary landfills and material recovery facilities.


“What I liked about this is we can work on this right away,” the governor said, adding that a regular waste-to-energy (WTE) facility could take years to build and operationalize, whereas this model could be implemented on a smaller scale at the district level.

The governor invited Atty. Asis to speak at the “Waste Management Summit” to be hosted by the Capitol later this month. The summit will be attended by Cebu’s mayors, whose approval will be sought should the project be implemented province-wide at a district level. |CAPITOL PIO, Photos by YJB
