The Cebu Provincial Government has reaffirmed its commitment to advancing initiatives that promote energy efficiency, renewable energy solutions, and long-term sustainability.
In a message delivered by Provincial Administrator Atty. Ace Durano before energy stakeholders on Friday, February 27, Governor Pamela Baricuatro said that strengthening Cebu’s energy systems requires close collaboration among national agencies, local governments, private partners, and communities working toward a shared goal.

“Among the many lessons we learned from the disasters that struck Cebu and other parts of the Visayas last year is that when electricity is lost, services are immediately hampered,” the governor wrote.
“Reliable energy is not just about convenience, it is about safety, continuity, and resilience,” she added.
Atty. Durano represented Governor Baricuatro, who is currently in Japan leading a Tokyo trade and learning mission organized by the Cebu Chamber of Commerce and Industry. The mission aims to study urban resilience and disaster preparedness initiatives in Tokyo, as well as healthcare innovations and waste management solutions that could help shape future policies and programs in Cebu.
At a hotel in Mandaue City, the event organized by the Department of Energy was attended by Energy Secretary Sharon Garin, Bohol Governor Erico Aristotle Aumentado, Lapu-Lapu City Mayor Cindi Chan, and other key stakeholders in the energy sector.
During the program, stakeholders signed a ceremonial memorandum of agreement to advance sustainable and energy-efficient public infrastructure within their respective jurisdictions, in line with Republic Act No. 11285, or the Energy Efficiency and Conservation Act.
The signing formally launched the Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings (SSG-ERPB), a Department of Energy-led initiative aimed at transforming public buildings into models of sustainability.
Under the agreement, participating local government units committed to implementing energy-efficient programs and projects in key public facilities, including retrofitting buildings, installing solar photovoltaic (PV) systems, and adopting other energy-saving measures.
The initiative is expected to modernize Cebu’s public infrastructure, significantly reduce electricity consumption and operating costs, and foster a cleaner, more sustainable urban environment. By lowering energy expenses in government buildings, LGUs can reallocate savings to essential public services such as education, healthcare, disaster preparedness, and social welfare programs—supporting the national government’s push for more efficient use of public funds while advancing the country’s clean energy transition and energy resiliency agenda.
The Capitol expressed its full support for the program and committed to working closely with DOE and partner LGUs to ensure its effective implementation, affirming its determination to build a resilient, energy-secure, and future-ready province for generations to come. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶
