On the final day of the Cebu–Tokyo Trade Mission organized by the Cebu Chamber of Commerce and Industry (CCCI), the Cebu delegation — with the participation of the Provincial Government of Cebu led by Governor Pam S. Baricuatro and Cebu City led by Mayor Nestor Archival — visited the Metropolitan Outer Area Underground Discharge Channel (G-Cans) to study its planning, implementation, and maintenance scheme as one of Tokyo’s most advanced flood control and disaster-mitigation infrastructures.

The visit provided valuable insights into how long-term planning, engineering innovation, and sustainable environmental management work together to protect communities from disasters.
The delegation explored how the G-Cans system supports disaster resilience while balancing urban development and environmental sustainability — lessons highly relevant to Cebu’s own growing needs.

Governor Pam reaffirmed her commitment to continuously seek new solutions and innovations that will strengthen Cebu’s disaster response and mitigation efforts, while ensuring that environmental sustainability remains at the core of development initiatives.
She emphasized that learning from global best practices allows Cebu to adapt smarter, future-ready strategies for the safety and well-being of Cebuanos.

The Cebu–Tokyo Trade Mission has proven fruitful, with the delegation spending several days studying Tokyo’s successful innovations in healthcare, economy and trade, waste management, and environmental protection — strengthening Cebu’s vision of building a more resilient, sustainable, and globally competitive province.
