𝐇𝐀𝐏𝐏𝐄𝐍𝐈𝐍𝐆 𝐍𝐎𝐖: Cebu Provincial Government department heads and representatives of accredited civil society organizations underwent on Thursday, February 26, 2026, a one-day workshop on “policy reform”.

Organized by The Asia Foundation and funded by the Australian Government, the one-day activity is intended to teach “entrepreneurial principles to introduce reforms” that are applicable to further positive changes at the Capitol.
“This is to help civil society organizations and reform leaders understand and inculcate in them a development entrepreneurship approach in doing policy reform,” said Marko Ramos of The Asia Foundation.

He defined “development entrepreneurship” as “mak(ing) communities better through people-centric policy reform work”. This includes “harnessing the power” of people’s organizations and partnerships.
Coordinated by the Provincial Planning and Development Office, the activity is part of efforts by the administration of Governor Pamela S. Baricuatro to arm government leaders and partners with the right knowledge on how to streamline the process and improve service delivery by the Cebu Provincial Government.

“What we teach is a successful approach to policy reform work,” said Thea Carreos, also of The Asia Foundation.
