Gov. Pam Inducts 4L Cebu Officers, Champions Women-Led Governance

Cebu Governor Pamela Baricuatro formally inducted the new officers of the Lady Local Legislators’ League (4L) Cebu Chapter, led by newly elected president and Danao City Vice Mayor Carmen Remedios “Ivy” Durano, during a ceremony held at a hotel in Mandaue City on February 19.


In her address, Gov. Baricuatro said that women in leadership inspire not only themselves but also young girls who see in them the possibility of their own future.

“Our presence at decision-making tables sends a powerful message: that leadership knows no gender, only the willingness to serve with integrity and courage,” the governor said.


“Women bring a leadership style that balances firmness with empathy. We listen, we nurture, but we also act with resolve when our people need us most,” she added.

The 4L Cebu Chapter serves as the provincial affiliate of the national Lady Local Legislators’ League of the Philippines, an organization of women serving in local legislative bodies that promotes stronger governance, gender-responsive legislation, and inclusive local development.

The league also seeks to unite lady legislators—including city and municipal councilors, vice mayors, board members, and vice governors—to strengthen their capacity in crafting laws addressing gender concerns, environmental protection, and social issues.

Calling for deeper solidarity among women leaders, Gov. Baricuatro urged continued mutual support, shared learning, and collective action toward building safer, more progressive, and compassionate communities.

She concluded by thanking the legislators for their dedication to public service and encouraging them to remain steadfast in advancing women’s leadership.

For her part, Vic Mayor Durano said in a Facebook post that her election is an honor not only for Danao City but also for every woman legislator engaged in meaningful public service in their respective jurisdictions.
