𝐂𝐀𝐏𝐈𝐓𝐎𝐋, 𝐘𝐎𝐊𝐎𝐇𝐀𝐌𝐀 𝐂𝐈𝐓𝐘 𝐇𝐎𝐋𝐃 𝐖𝐎𝐑𝐊𝐒𝐇𝐎𝐏 𝐓𝐎 𝐁𝐎𝐎𝐒𝐓 𝐃𝐄𝐂𝐀𝐑𝐁𝐎𝐍𝐈𝐙𝐀𝐓𝐈𝐎𝐍, 𝐃𝐈𝐒𝐀𝐒𝐓𝐄𝐑 𝐑𝐄𝐒𝐈𝐋𝐈𝐄𝐍𝐂𝐄 𝐈𝐍 𝐌𝐄𝐓𝐑𝐎 𝐂𝐄𝐁𝐔
The Cebu Provincial Government and the City of Yokohama, Japan organized on Thursday, February 19, 2026, the “Metro Cebu-Yokohama Workshop for Promoting Decarbonized City Development and Disaster Resilience Enhancement in Metro Cebu”.

The workshop, held at the Summit Galleria Hotel, is part of the City-to-City Collaboration Project (C3P) between Metro Cebu and the City of Yokohama and supported by Japan’s Ministry of the Environment.
The Cebu Provincial Government, as Mega Cebu chairman, helped made the workshop possible as part of efforts to realize the Mega Cebu Vision 2050, which is a “roadmap study for a sustainable urban development in Metro Cebu”.

Elizar Sabinay Jr. of the Provincial Planning and Development Office said the C3P is “geared towards innovative solutions addressing urban issues” like solid waste, waste water, power, transportation and mobility “through greener technologies”.
During the workshop, the cities of Cebu, Danao, and Mandaue, presented their expected projects before Yokohama companies that would help answer their (three cities) emergency power supply, disaster waste management, and urban resilience needs, among others.
The presentation served as the next step for the grant from the City of Yokohama through the C3P, with the Yokohama companies serving as potential investors of projects for implementation in the three cities under the C3P.
Sabinay said the potential investors are the ones that would implement the projects, receiving the subsidy from the City of Yokohama and the Ministry of the Environment.
In his opening message, Consul General Yudai Ueno lauded the partnership, saying, “this workshop is definitely one of the milestones in our shared effort to achieve…a more sustainable and prosperous future”.
“From year 2025, with the support of the Japan’s Ministry of the Environment, Yokohama has further promoted initiatives aimed at fostering decarbonized (no carbon footprint as much as possible) and resilient urban development. Today’s workshop forms an integral part of these efforts,” he said.
Cebu City identified adapting the directions of its new Land Use Plan, switching to efficient farming methods, waste-to-energy plan, switch to efficient energy methods, adaptation of electric vehicles, as possible projects.
Mandaue City, on the other hand, eyed the city’s comprehensive drainage masterplan, solid waste management, and green infrastructure, among others, while Danao City specified the installation of solar systems in its public market and other public facilities as well as emergency electricity backup system.
Aside from the cities of Cebu, Danao, and Mandaue, officials and representatives of the cities of Talisay and Lapu-Lapu were also present during the workshop. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑷𝑷𝑫𝑶
