LTO-7 Donates Breath Analyzers; Gov. Pam Warns Drunk Drivers in Cebu

“Ngayon, ang mga drunk drivers sa Probinsya ng Cebu, watch out kayo. Mahuhuli na namin kayo!”

This was the stern warning of Cebu Governor Pamela Baricuatro to motorists who drive under the influence of alcohol, following the turnover of five breath analyzers to the Cebu Police Provincial Office (CPPO) by the Land Transportation Office Central Visayas (LTO-7) on Thursday, February 19.


The turnover was formalized through the signing of a memorandum of agreement among Gov. Baricuatro, LTO-7 Regional Director Francisco Ranches Jr., and CPPO Provincial Director Col. Abubakar Mangelen Jr..

In her speech, Gov. Baricuatro said that due to limited manpower, LTO-7 has rigorously trained and deputized CPPO personnel to enforce traffic laws, issue citation tickets, and strengthen road safety enforcement across the province.


She added that the turnover of alcohol breath analyzers forms part of intensified efforts to address the increasing number of violations of Republic Act No. 10586, or the “Anti-Drunk and Drugged Driving Act of 2013.”

The governor also pointed out the importance of inter-agency collaboration in safeguarding Cebuano lives and property from reckless and intoxicated drivers, as she expressed gratitude to LTO-7 for its continued support.


Col. Mangelen said the units will be distributed strategically — one each for Cebu City, Mandaue City, and Lapu-Lapu City, with the remaining two assigned to cover the northern and southern portions of Cebu Province.
