Cebu Capitol Holds 5-Day Climate Risk Training for Updated 10-Year Dev’t Plan

𝐂𝐀𝐏𝐈𝐓𝐎𝐋 𝐇𝐎𝐋𝐃𝐒 𝟓-𝐃𝐀𝐘 𝐂𝐋𝐈𝐌𝐀𝐓𝐄 𝐑𝐈𝐒𝐊 𝐓𝐑𝐀𝐈𝐍𝐈𝐍𝐆 𝐅𝐎𝐑 𝐔𝐏𝐃𝐀𝐓𝐄𝐃 𝟏𝟎-𝐘𝐄𝐀𝐑 𝐃𝐄𝐕’𝐓 𝐏𝐋𝐀𝐍

Select Cebu Provincial Government employees underwent a five-day training starting Monday, February 16, 2026, for the formulation of an updated Provincial Development and Physical Framework Plan (PDPFP).

The “Enhanced Climate and Disaster Risk Assessment” (ECDRA) seminar-workshop, the first of four, was organized by the Provincial Planning and Development Office (PPDO), which will collate the data that would be collected later on by the participants.


The PPDO is expected to come up with the first draft of the PDPFP by October this year.

The seminar-workshop participants are from the PPDO, Provincial Disaster Risk Reduction and Management Office, Provincial Environment and Natural Resources Office, Provincial Agriculture Office, Cebu Provincial Tourism Office, and the Provincial Engineering Office.

The moderators, on the other hand, are from the Department of Human Settlements and Urban Develpment (DHSUD).

DHSUD defines the PDPFP as “a 10-year, comprehensive, long-term strategic document…that guides a province’s socio-economic, environmental, and physical growth.”


“It integrates spatial, land use, and development policies into a single plan for sustainable development, serving as the basis for provincial investment programming, budgeting, and land use planning.”

The seminar-workshop introduced participants to the collection of climate data and to familiarize themselves with the tools to be used.


In particular, they were taught about the collection and organization of information on climate change and hazards, as well as their potential impacts; the conduct of climate chain impact analysis; building the exposure database; preparing the exposure and risk maps; and mapping the major decision areas, among other learnings.

The seminar-workshop is the first of four that the participants would undergo for them to effectively gather the appropriate data for the PDPFP. /𝑪𝑨𝑷𝑰𝑻𝑶𝑳 𝑷𝑰𝑶, 𝑷𝑷𝑫𝑶
